OAA Executive MembersThe General Meeting of the OAA, called to elect a new Executive for the current term, took place at the SSNIT Guest House at The Ridge in Accra on Friday 17th April 2009.

The meeting started shortly after 7:00 pm with a short opening prayer. The President declared the meeting open with a reminder that the gathering was a continuation of the AGM held in November 2008. In response to a question on the numbers that constituted a quorum, the relevant part of the OAA's Constitution was read out, stating that 50 members were required to constitute a quorum for an AGM. The number in attendance at the evening's meeting was stated as being 26 members.

The President declared the purpose of the meeting to be the Election of a new Executive of the OAA and called for nominations for an "Electoral Commissioner". During the process, a query was raised from the floor as to the legitimacy of the whole process, given that the numbers in attendance were less than those at the original AGM where the Elections were postponed due to insufficient numbers.

Despite some initial questioning as to whether an Electoral Commissioner ought to be appointed, at all, at that stage, the Executive Secretary was nominated to act as Commissioner for the election process with no objection to her carrying out that function. Although a subsequent request was made to the Executive Secretary acting as the "Electoral Commissioner" to determine the matter regarding the legitimacy of the meeting, this was rejected on the basis that the Electoral Commissioner's mandate was restricted to conducting the election. The President then declared the incumbent Executive dissolved, following which those of their number present moved away from their places at the Executive's table to take other places amongst the ordinary members.

The Executive Secretary called for nominations, after reading out the positions on the Executive that were required to be filled and clarifying the length and number of terms that could be served by Offices of the Association. An immediate proposal was made to retain the just dissolved Executive until the next meeting where sufficient numbers could be obtained to allow a proper election. Again an objection to this was raised, on the basis that the Electoral Commissioner ought to be conducting an election rather than considering alternative proposals. This spurred on some steep intellectual debate on the legitimacy of the process, what could be done in the absence of a quorum to allow the Association to carry on its business and the implications of any decisions for the future.

After much discussion, with occasional reference to the Constitution, the meeting gradually coalesced around the following views:

  • Any election conducted with the number (twenty six members) present could and most certainly would be challenged in the future
  • There was the need to carry on running the affairs of the Association.
  • By retaining the current Executive until a subsequent meeting with sufficient numbers which could elect new members, the current meeting would not be doing anything which could be challenged at a later date (effectively a "Do Nothing" Option).
  • It was becoming increasingly difficult to get a quorum of 50 members and this number would have to be reviewed in the future, if it was not to hamper the running of the Association.
  • It was unlikely that a meeting with the existing quorum of 50 members could be held before another AGM.
  • On the basis of the above, the members of the previous Executive should be returned to their former positions to serve out the remainder of the current term which was already 5 months old.
  • The previously vacant (and currently still vacant) positions be filled by the returned Executive on the basis of the powers given to them by the Constitution to co-opt members to fill any vacant positions till they could be ratified at an AGM.

A proposal was made to the Executive to consider whether the electoral process could be moved to the level of Year Groups (similar to an electoral college) as enthusiasm within Year Groups was much greater that shown towards wider national gatherings or General Meetings. The proposer was asked to sumit this proposal formally to the Executive.

A vote was then taken on whether the general consensus to return the previous members to the Executive should be adopted. There were 15 votes for this, 1 vote against, with the remaining 9 members abstaining. (A single member left prior to the vote). The motion was duly declared as "Carried" and the meeting ended after the singing of the first verse of the School Song and sharing of the Grace.
